Zespół Szkół Skórzano-Odzieżowych, Stylizacji i Usług, Zespół Szkół nr 2 i V Liceum Ogólnokształcące im. R. Traugutta in Radom

 

The objective of the project is to reduce greenhouse gas emission, air pollution and to increase the production of energy from renewable sources.

The project objectives will be achieved by the thermal modernization, applying renewable energy devices (solar collectors) and lighting improvement in four educational facilities in Radom. The project concerns two buildings (teaching and workshop) of Zespół Szkół Skórzano-Odzieżowych,Stylizacji i Usług (Leather-Garment, Stylization and Services School Complex) in Radom, one building of Zespół Szkół nr 2 (The School Complex No. 2) and one building of V Liceum Ogólnoksztacące im. R. Traugutta (Romuald Traugutt Secondary School of General Education No. 5) in Radom.

As part of the project the following operations will be implemented:

  • insulation of walls and ceilings
  • replacement of doors and windows
  • replacement of heating and water installation
  • installation of energy-efficient lighting
  • installation of solar collectors
  • modernizationof heat distribution centers

The necessity for the project implementation derives from the fact that mentioned buildings were constructed in the outdated technology and they do not fulfill present standards of energy efficiency. As a result, there are significant heat losses and increased energy consumption in these facilities. Moreover, increasing fuel combustion causes higher emission of air pollution and negative impact on the environment.

The implementation of the project will contribute to the reduction of the energy consumption and emission of harmful substances into the atmosphere. The project will result in the improvement of the energy efficiency of the mentioned buildings and the growth of energy production from renewable sources.

The Municipality of Radom is the Beneficiary of the project.

The Funding Agreement for the project financing from EEA Grants 2009-2014 as a part of the PL04 “Saving energy and promoting renewable energy sources” was signed on 8 January 2015.

The estimated total cost of the project amounts to 5 403 201,00 PLN

The level of funding: 80 percent of eligible realisationcost amounts to 4 294 827,00 PLN

"THE FIRST CONTRACT"

The project implementation has started. On 15 April 2015 the first works contract concerning the project was signed. The subject of the contract is the thermal modernization of the building of V Liceum Ogólnokształcące im. R. Traugutta (Romuald Traugutt Secondary School of General Education No.5)  in Radom.

The scope of works includes particularly:

  • insulation of building's elevation
  • insulation of building's ceiling
  • replacement of windows and doors for a new one
  • replacement of heating and water installation
  • installation of energy-efficient lighting
  • modernizationof heat distribution centers
  • installation of lightning protection system

The contractor is Przedsiębiorstwo Wielobranżowe UNIBUD with its seat in Antoniówka. The gross remuneration for the performance of the works will amount to PLN 1 384 980,00.

The deadline for the performance of the contract is 30 October 2015, providing the inner works installation i.e., the heating and water installation and replacement of windows and doors, finish on 28 August 2015.

 


The second contract within the project was signed on 29 May 2015. The contract covers construction works within the scope of thermal efficiency improvement of Zespół Szkół Nr 2 (School Complex No.2) in Radom. The scope of works includes in particular:

  • additional thermal insulation of flat roofs
  • additional thermal insulation of exterior walls of the buildings
  • installation of new steel door
  • installation of new lightning protection system,
  • modernization of domestic hot water system along with assembly of solar collectors
  • modernization of central heating system
  • modernization of heat distribution centre
  • replacement of lighting for energy-saving one
  • additional general construction works.

The contractor in charge of the above works is ROSA-BUD S.A. with its seat in Radom. The contractor shall receive remuneration of PLN 829,512.00 for carrying out the subject of the Contract.

The subject of the Contract shall be executed by 30.10.2015, however, interior installation works, i.e. central heating system and domestic hot water system as well as replacement of lighting and door woodwork shall be completed by 25.08.2015.

 


On 9 June 2015, at the beginning of the project, there was a press conference organised by the City Council in Radom attended by representatives of the local press, radio and television. During the meeting Mr Radosław Witkowski, the mayor of the city, shared the project background, targets and expected results of its implementation as well as information on the project being co-financed from the funds of the European Economic Area Financial Mechanism 2009-2014 (EEA Grants). Furthermore, the mayor informed the participants about the current progress of works.

 


On 2 July 2015 the next contract was signed within the project. It regards thermal efficiency improvement of the workshop building of Zespół Szkół Skórzano-Odzieżowych, Stylizacji i Usług (Leather-Garment, Stylization and Services School Complex) in Radom.

The scope of works planned to be carried out includes in particular:

  • additional thermal insulation of the building elevation
  • replacement of window and door woodwork for a new one
  • modernization of central heating system
  • modernization of domestic hot water system
  • construction of heat distribution centre along with installation of solar collectors
  • replacement of lighting fittings in the building for energy-saving ones

The contractor in charge of the works is Przedsiębiorstwo Usługowe „Integra” Anna Grzyb with its seat in Radom. The contractor shall receive remuneration of PLN 1,229,556 for carrying out the subject of the Contract.

The subject of the Contract shall be completed by 30.10.2015, however, interior installation works, i.e. central heating system and domestic hot water system as well as replacement of window and door woodwork shall be completed by 30.09.2015.

 


Contracts of construction works regarding the last building subject to thermal efficiency improvement within the project, i.e. the educational building of Zespół Szkół Skórzano-Odzieżowych, Stylizacji i Usług was signed on 14.07.2015. The contractor is “Aseemik” Zygmunt Erbel with its seat in Radom. The contractor’s gross remuneration shall be PLN 1,700,000.00.

Scope of works to be carried out within the contract includes in particular:

  • additional thermal efficiency improvement of the building
  • additional thermal efficiency improvement of flat roof
  • installation of lightning protection system
  • modernization of central heating system
  • modernization of domestic hot water system
  • construction of heat distribution centre along with installation of solar collectors
  • replacement of lighting fittings in the building for energy-saving ones.

The construction works shall be completed by 30.10.2015, however, interior installation works, i.e. central heating system and domestic hot water system as well as electrical works shall be completed within maximum 2 months of the contract conclusion date.

 


July 2015

Thermal efficiency improvement works are in progress in all educational buildings. Their current progress is different – the most advanced is in buildings where contracts of construction works were concluded at the earliest. It regards the building of V L.O. im. R.Traugutta (Romuald Traugutt Secondary School of General Education No.5) in Radom and Zespół Szkół Nr 2 at Lipska Street.

Construction works at the V L.O. im. R.Traugutta in Radom are carried out in full scope. Thermal efficiency improvement of the building elevation, replacement of window woodwork for a new one made of PVC profiles, modernization of central heating system and domestic hot water system, modernization of heat distribution centre and replacement of interior lighting for energy-saving one are currently in progress.

The construction works carried out so far at Zespół Szkół Nr 2 at Lipska Street, include as follows:

  • thermal efficiency improvement of foundation walls in the whole building
  • thermal efficiency improvement of the building western elevation
  • underpinning firewalls and ventilation chimneys
  • disassembly of the whole central heating and domestic hot water system
  • installation of approx. 80% of new radiators as well as repair and painting heat reflector panels
  • new pipelaying with respect to central heating system and domestic hot water system
  • construction works in the heat distribution centre

Thermal efficiency improvement of the workshop building of Zespół Szkół Skórzano-Odzieżowych, Stylizacji i Usług includes the following construction works:

  • disassembly of the whole central heating system and pipelaying
  • installation of approx. 70% new radiators as well as repair and painting heat reflector panels
  • installation of approx. 70% new pipelaying with respect to central heating system and domestic hot water system
  • hacking approx. 80% old and damaged plaster off the building elevation
  • putting up scaffolding at the whole building.

 

As regards the last building, i.e. the educational building of Zespół Szkół Skórzano-Odzieżowych, Stylizacji i Usług, the construction works were commenced at the latest –second half of July. However, first construction works have already been carried out in that building, namely disassembly of approx. 80% radiators and central heating system pipelaying as well as disassembly works in the heating distribution centre.

Information boards have been put up next to each building subject to thermal efficiency improvement. They inform about the project implementation, its background and targets. Those boards are an element of the project promotion as regards it being co-financed from the funds of European Economic Area Financial Mechanism 2009-2014.

September 2015

Thermal efficiency improvement works carried out in the buildings covered by the project have reached an advanced stage. The works with shorter execution deadlines resulting from concluded contracts have already been completed, i.e. interior installation works (central heating system and domestic hot water system) as well as replacement of window and exterior door woodwork.

Detailed scope of construction works completed so far in the individual buildings is as follows:

Zespół Szkół nr 2 (School Complex No. 2):

  • foundation walls in the whole building have been insulated; currently, foundation colouring works and a splash apron made of sett stones around the building still need to be done;
  • thermal efficiency improvement along with the east and north elevation colouring works have been completed; currently, thermal efficiency improvement works are in progress on the west and south elevation;
  • approx. 80% of roof thermal efficiency improvement works have been completed, steel bases have been installed for solar collectors, flashing of chimneys and firewalls has been done, meteoric water collection trays along with heaters have been installed;
  • modernisation works of central heating system and domestic hot water system have been completed;
  • heat distribution centre along with automatics and lighting has been modernised in 100%;
  • interior lighting system has been replaced with energy-saving (LED) one.

 

Zespół Szkół Skórzano-Odzieżowych, Stylizacji i Usług (Leather-Garment, Stylization and Services School Complex) – workshop building:

  • whole central heating system pipelaying has been put in (without connecting to the heat distribution centre), a set of new radiators has been installed;
  • whole domestic hot water system pipelaying has been put in (without connecting to the heat distribution centre), along with sanitary fixtures;
  • window and exterior door woodwork has been replaced as well as new flashing has been put in;
  • thermal efficiency improvement works have been completed as regards insulating exterior walls from the „zero” level, approx. 80% of the foundation walls have been insulated;
  • steps have been modernized (frostproof tiles) and new banisters have been installed;
  • all lighting fittings in classrooms have been replaced with energy-saving (LED) ones; currently, lighting fittings in technical facility rooms still need to be replaced (approx. 15% of the works),
  • construction works regarding adaptation of a room to operate as a heat distribution centre have been done (floor made of anti-slip tiles, steel door); currently, connection to domestic hot water system and central heating system as well as automatics still need to be done.

 

Zespół Szkół Skórzano-Odzieżowych, Stylizacji i Usług (Leather-Garment, Stylization and Services School Complex) – educational building:

  • whole central heating system pipelaying has been put in (without connecting to the heat distribution centre), a set of new radiators has been installed;
  • new flashing has been done on the north elevation along with insulation and colouring of the exterior, scaffoldings have been erected up the east and south elevations;
  • approx. 20% of lighting fittings in classrooms have been replaced with energy-saving (LED) ones;
  • construction works regarding adaptation of a room to operate as a heat distribution centre have been done (floor made of anti-slip tiles); currently, connection of domestic hot water system and central heating system as well as automatics still need to be done. 

 

V Liceum Ogólnokształcące im. R. Traugutta (Romuald Traugutt Secondary School of General Education No.5):

  • thermal efficiency improvement works regarding the building exterior insulation are in progress, approx. 75% of the works have been completed;
  • window woodwork has been replaced with a new one made of PVC profiles;
  • exterior door woodwork has been replaced with a new one made of aluminium profiles;
  • central heating system has been modernised in approx. 85%;
  • domestic hot water system has been fully modernized;
  • heat distribution centre has been modernised in full;
  • approx. 95% of the interior lighting fittings have been replaced with new (LED) ones. 

 

Full scope of construction works with respect to all buildings subject to thermal efficiency improvement will have been completed by the end of October 2015.

 


On 25 September 2015, there was a second press conference organised by the City Council in Radom attended by representatives of the local press, radio and television. The aim of meeting was to share information on the current progress of works in the buildings subject to thermal efficiency improvement within the scope of the project.  It was also emphasised that the project is co-financed from the funds of the European Economic Area Financial Mechanism 2009-2014 (EEA Grants).

 


October 2015

Thermal efficiency improvement works have reached their final stage of implementation. Construction works in three buildings covered by the project, including: V Liceum Ogólnokształcące im. R. Traugutta(R. Traugutt Secondary School of General Education No.5), Zespół Szkół Nr 2 (School Complex No.2) and a workshop building of Zespół Szkół Skórzano-Odzieżowych, Stylizacji i Usług (Leather-Garment, Stylization and Services School Complex) came to an end at the end of October 2015.

Summing up, the general scope of works has included, in particular:

  • building exterior walls thermal insulation
  •   flat roof thermal insulation
  • window and exterior door woodwork replacement for new one
  • central heating system modernisation
  • domestic hot water system modernisation
  • heat distribution centre modernisation along with automatics installation
  • solar collectors installation
  • lighting system replacement for energy-saving one
  • auxiliary general construction works.

The students and school staff are already taking advantage of the results of the above mentioned works. Thermal efficiency improvement being completed, the buildings meet applicable energy efficiency standards. Heat comfort has been considerably improved and appropriate educational conditions have been provided.

The implementation of thermal efficiency improvement translates considerably into the air quality, too. Reduction of energy consumption with respect to central heating and domestic hot water systems results in lower emission of harmful substances being the consequences of burning fuels necessary to produce energy. Moreover, improved buildings’ energy efficiency will surely affect reduction of maintenance costs.

The project implementation is co-financed from the funds of the European Economic Area Financial Mechanism 2009-2014 (EEA Grants) on the level of 80% of eligible costs.

 


December 2015

The project has substantially been completed. The final acceptance test of the last building - educational building of Zespół Szkół Skórzano-Odzieżowych, Stylizacji i Usług (Leather-Garment, Stylization and Services School Complex) whose thermal efficiency had been improved within the project, was carried out in December 2015. The building was equipped with modern, energy-saving LED interior lighting; interior central heating and domestic hot water systems were restructured, heat distribution centre was modernized, exterior wall and flat roof were insulated, as well as solar collectors were installed (20 panels were fixed on the building roof).

As the project had been completed, the information boards were replaced with memorial plaques in the course of informational and promotional activities. Those plaques, which indicate a source of project co-funding, i.e. EEA financial resources, were fixed on the buildings frontal elevations.

As the project had been completed, there was a press conference organised by the City Council in Radomattended by representatives of the local media. The purpose of the meeting was to summarise the effects of the project completion as well as show social and economic advantages resulting from its completion. A share of funds from the European Economic Area Financial Mechanism 2009-2014 in the project completion costs was also pointed out.

To sum up the project in a few sentences:

The project substantial implementation was started in mid-April this year. The scope of the project comprised four buildings designed for educational purposes, including: educational and workshop building of Zespołu Szkół Skórzano-Odzieżowych Stylizacji i Usług(Leather-Garment, Stylization and Services School Complex), building of V Liceum Ogólnokształcącego im. R. Traugutta (R. Traugutt Secondary School of General Education No.5) and building of Zespołu Szkól nr 2 (School Complex No.2). Thanks to the project completion, those buildings were subject to comprehensive thermal efficiency improvement, inter alia, within the scope of exterior wall and flat roof insulation, heat distribution centre modernisation, interior central heating and domestic hot water system modernization, replacement of exterior window and door woodwork as well as replacement of built-in lighting system with energy-saving one.

Total project completion cost amounted to about PLN 5,177 m., out of which the amount of about PLN 5,086 m. represents eligible costs. The project co-funding from the resources of the European Economic Area Financial Mechanism 2009-2014, within the framework of PL04 Programme „Saving energy and promoting renewable energy sources”, represents 80% of eligible costs, i.e. the amount of about PLN 4,068 m. The agreement of the project co-funding was signed on 08.01.2015.

The aim of the project was reduction of greenhouse gas emission and air pollution as well as an increase in the share of renewable energy sources in a total energy consumption balance. The project completion shall contribute to the reduction of energy used and emission of harmful substances to the atmosphere.

As a result of building energy efficiency improvement, the standard of their use has definitely increased – students and school staff take advantage of the results of the project completed. Thanks to thermal efficiency improvement completed, previous costs of building use shall be reduced, in particular expenses relating to heating and electricity use. The value added of thermal efficiency improvement is undoubtedly visual renovation of the buildings elevation.

 


May 2016

As a result of a supplementary call for proposals announced in October 2015 by the Minister of the Environment aimed at beneficiaries of EEA funds (Operational Program PL04 “Saving energy and promoting renewable energy sources"), the Municipality of the City of Radom filed an application for the extension of the previous scope of the project by a new action covering thermal efficiency improvement of building of the State Nursery School No.1 at ul. Zientarskiego in Radom. As a result of a positive assessment of the application, an annex to the project co-funding agreement was concluded, which, apart from including a new action in the scope of the project, also extended the period of its implementation until April 2017.

The building of the State Nursery School no.1 included in the project scope is a detached, two-storey building with a basement (building year 1982). Exterior walls and flat roof of the building are characterized by a high heat transfer coefficient. The interior heating system and domestic hot water system, due to the extent of wear and tear and bad technical condition, should be entirely replaced. Old lighting system (fluorescent and incandescent lamps) is installed in the building.

Scope of the new action shall cover works relating to improvement of the nursery school building energy efficiency, including:

·         thermal insulation of exterior walls and flat roof;

·         modernization of central heating system along with installation of automatics systems or adjustment of heat sources;

·         replacement of built-in lighting system for LED energy-saving one;

·         installation of solar collectors;

·         modernization of the heat centre along with installation of automatics systems or adjustment of heat sources.

Carrying out planned works will result in reduction of energy consumption for central heating and hot domestic water, as well as electric energy for built-in lighting system. In view of another improvement consisting in the installation of solar collectors on the building roof, a share of renewable energy will be achieved in the general energy consumption balance. As a consequence of reduction of energy consumption, emission of harmful substances to the atmosphere will be decreased.

Total estimated cost of thermal efficiency improvement of the nursery school building is PLN 1.03 m. Additional co-funding for this action to be carried out, at the level of 80% of eligible costs is about PLN 823.44 K. The task is expected to be completed at the end of 2016.

The resources for co-funding the additional action within the project will come from the Norwegian Financial Mechanism 2009-2014.

 


July 2016

Implementation of the new action within the project has begun. On 27.06.2016 a contract for carrying out construction works within the scope of thermal efficiency improvement of the building of the State Nursery School No.1 in Radom was concluded. The contractor to carry out the works is SKADAR Arkadiusz Skawiński Company based in Radom. The subject of the contract is to be executed by 31.10.2016, however, internal installation works, i.e. the installation of central heating shall be completed by 31.08.2016. It is dependent on the purpose of the building, where from 1 September, after a holiday break, preschool classes must start.

Also the procedure of selecting a contractor to handle comprehensive investment supervision of the implementation of construction works in the nursery school has also come to an end. That service, based on the contract concluded on 06.07.2016, shall be rendered by: TECHBOR Techniczna Obsługa Budownictwa Jakub Borowski Company based in Ostrowiec Świętokrzyski.

The project information board has been put up next to the building of the State Nursery School no.1. Moreover, on 22.07.2016, at the promotional conference organized by the city Council in Radom, journalists of local newspapers, radio and TV stations were informed that the Municipality of the City of Radom had obtained additional funding from Norwegian funds for the implementation of additional action within the project, as well as the scope of works planned to be carried out in the nursery school building and expected effects resulting from building thermal efficiency improvement and installation of solar collectors.

 


September 2016

Construction works are being carried out in the State Nursery School No.1 relating to the improvement of the building energetic performance. Under the terms and conditions binding upon the contractor, interior installations were completed by the end of August within the following scope:

  • modernisation of central heating system along with the installation of new radiators equipped with thermostatic radiator valves and plumbing,
  • modernisation of domestic hot water along with adapting the system for cooperation with a solar system,
  • modernisation of the district heating substation along with the installation of weather control and adjustment systems,
  • replacement of the built-in lighting system for an energy-saving LED one.

The said terms and conditions resulted from the nature of the nursery school activity since new school year classes started on 1 September.

As for the remaining scope of works already completed, works relating to the thermal insulation of the building exterior walls (basement walls, overground walls) as well as flat roof thermal insulation are highly advanced. The works advancement level reaches up to 80% of the entire scope. The other works are connected with installation of solar collectors auxiliary to domestic hot water system. The advancement of works here reaches nearly 50% of the entire scope.

Continuation of thermal insulation and works relating to the installation of solar collectors are planned for the next period.

The contractual works completion date is 30.10.2016.

It should be mentioned that apart from thermal insulation works included in the project scope, extra-project works are also being carried out on the premises of the nursery school and surrounding area, relating to, inter alia, building new entrance steps along with the roof over the main entrance, repairing chimneys and retaining walls as well as replacement works covering the cobble-stoned surfaces around the building.

Thermal insulation improvement works are co-financed under the Norwegian Financial Mechanism 2009-2014. The other works not included in the scope of the project, are financed exclusively by the Municipality of Radom.

Completion of works covered by the project relating to the improvement of energetic performance of the State Nursery School No.1 building in conjunction with the replacement of windows and exterior doors for new ones, as carried out in previous years will certainly result in significant and comprehensive thermal insulation improvement of the building.

It will translate into the comfort of using the building by its immediate users, i.e. staff and children attending the nursery school. The value added resulting from thermal insulation works is renovation of the building elevation, which combined with development works relating to the surrounding area, will certainly increase aesthetics of the whole place.

 


November 2016

The additional action under the project has been complete. The final acceptance protocol of the works completed in the State Nursery School was signed at the beginning of November this year. The building has undergone comprehensive thermal efficiency improvement as a result of which its energetic performance was increased.

In the course of the works carried out exterior walls and flat roof were insulated, electric wiring, central heating and domestic hot water as well as heat distribution centre along with the assembly of weather and automatic control systems, were modernized. Moreover, solar collectors were installed and old lighting systems were replaced with the new LED, energy saving ones.

The total cost of the works covered by the project relating to thermal efficiency improvement of the nursery school building, which includes building works, investment supervision and promotion, amounted to approx. PLN 1.13 m. The completion of this action was supported with financial resources from the Norwegian Financial Mechanism 2009-2014 in amount of approx. PLN 0.82 mln (at the level of 80% qualifying costs).

Since the project has been complete, as part of information and promotion activity, the previous information board was replaced with a commemorative plaque, which was placed on the building front elevation, near the main entrance.

Short summary:

Thermal efficiency improvement of the State Nursery School No.1 was completed under the extension of the previous project, whose basic scope included four educational buildings, including educational and workshop building of the Leather-Garment, Stylization and Services School Complex in Radom, building of School Complex No.2 and building of the R. Traugut Secondary School of General Education in Radom. The basic scope of the project was completed in December 2015.

The whole project completion period: April 2015 – November 2016.

The total cost of the project completion amounted to approx. PLN 6.31 m.

The project was completed by means of co-financing from the means of EEA Financial Mechanism 2009-2014 (project basic scope) and Norwegian Financial Mechanism 2009-2014 (project extension scope), amounting to a total of approx. PLN 4.89 m.

The aim of the project is to reduce the emission of greenhouse gases and air pollution as well as to increase the share of energy produced from renewable sources in the total energy consumption balance. The project completion will contribute to the reduction of energy consumption (heating, domestic hot water and interior lighting) and limitation of the emission of harmful substances to the atmosphere. The thermal comfort has definitely been increased. An additional asset of the thermal efficiency improvement works is the renovation of buildings’ elevation, which translates into better aesthetics of the closest surroundings.
